Thank you for your advice. I went to get the mega bracelet but the npc disappeared, leaving only Cubone and Kangaskhan standing in the breezy cave. In Suzua Town, there is none at the same spot.

This was my mistake. I didn't pick up the mega bracelet in the first place after completing the mission. Didn't win the prize
