Not gonna change the wait time on the elite four. I may consider it in the future but right now it isn't going to happen.

This isn't a bug, you can't relearn from previous evolution's if it can't learn it in the current evolution.

That is your own fault that you have to wait. There's no need for this feature as it already exists for speeding up npc dialogues.

The players are supposed to find out how rare pokemon are themselves. The encounter rate will remain hidden.

There is no reason to change the original mechanics of the game. It could run away in the handhelds. It's a cruel world.
