I'm stuck on the johto gym leader morty and need a poke to beat him I'm thinking lvl 55-70. Doesn't need to be rare I want cheap I have 30-40k

So I beat Lt. surge and accidentally bought 5 thunderbolts for 12k :( and then lost the 12k and didn't even get the thunderbolts. So I'm a little confused here someone help me out I'm broke now.
