Facing the same issue here actually. I came back to everything reset. I had mounts and lvl 100s and was in like sinnoh I think...

so i was really annoyed with the whitney gym when i couldnt get in, and i logged out when the message came up you cannot enter or whatever it said. then i logged in and it allowed me to go into the gym. this has worked for several quests. norman for example. just doing my part!
