Repel trick is not against the game rules ! Is something lots of players have been using for a long time to make the hunt for some pokes easeir. when you use reppel you are getting away from pokes that have a lower lv then the first pokemon you have on your party so if you for exemple have a lvl 18 rattata on the frist spot of your party you are only getting aways from poke bellow that lvl pokes lvl18+ will still be encounter by you. Thats not a bug only the way repel works.
