resolved Hannah (boss) Hoenn disappeared/ can't access Sinnoh

The Hoenn boss, Hannah (Sinnoh Quest), to bring me to Sinnoh has disappeared from the pokemon league in Hoeen. I haven't beaten her and have no way of accessing Sinnoh. I have tried to reinstall the game with no success. Please help Thank you!
