Can I get it from Cerulean House 6 again? Because I believe that's where I got it the first time...

Today I was considering teaching my pikachu TM28 dig and I opened the TM to use it on pikachu it gave me the option of what move to forget. Then I thought better of it and decided to log off and not teach it to him. When I logged back on the pikachu had all his old moves and had not learned dig, but TM28 is missing from my backpack. How can I get it back? Please help. Thank you!
