What are the numbers on the bottom of the screen and how do I use them?

Why doesn't it give me the option to evolve at level 10 since it was in one battle?

I am playing on android. I was in a trainer battle that leveled my metapod from level 8 to level 11 and evolved into butterfree. Butterfree is suppose to learn confusion when it evolves. Please help.
