The npc's have fixed moves, they could have earthquake even tho they don't learn it. You'll have to wait until the moveset of gardevoir is updated to learn it

indeed, also bick peck is missing instead of the second weak armor. The abilities of this Pokemon seem to be not up to date.

I can suggest using psychic instead of hex for gengar, it helps alot. Edit: Gyarados also has a moveset that doens't really fit to a physical attacker, instead of icebeam use ice fang and instead of surf aqua tail (that one is optional), only crunch is affected by the dragon dance buff
