Hello,

Did your Wailord learn Dive from leveling up, or did you teach it Dive from the HM? You need to get the HM from Steven in Mossdeep before you can use it outside of battle.

Please let me know here if you have the HM for Dive in your inventory and still can not use Dive outside of battle.
