Hi there. You fight Moltres at the end of Kanto Victory Road and not Hoenn's. Also, unfortunately, the Legendary Birds are not obtainable as of now. For a list of currently obtainable pokemon, you can check out the Legendary Megathread.

Is there mega evolution

No, Mega Evolution is currently not available to players. However, bosses do have Mega Pokemon. Please keep an eye on in the Update Logs for when they'll be available to Players.
