If you have a surf mount then you do not need to have a Pokemon with you that knows the move. However, this only applies after you obtain the HM. If you still have not found it in the Kanto Safari, you will not be able to use the mount. You will also not be able to surf until you have the required badges of the region you're in. In Kanto, you will need the Soul Badge which is from the fifth gym in Fuchsia City.

 

Regardless of whether you have a surf mount or not, you will still need to bring Pokemon that know dive and waterfall if you want to use these moves outside of battle. In order to use dive, you will need 150+ happiness for the Pokemon that knows this move. A guide with HMs, TMs, and other moves with where to find them is here.
