I killed the raikou, and tried to recover it by defeating the nikola boss, and the raikou did not return to the place.

Hi there. Could you try battling the Guardian? Please take note that you only have a 20% chance for it to spawn when battling the guardian.

I defeated the boss nikolas and selected the option to return raikou plus he did not return

já lutei contra ele uma vez.

You should be able to battle the Guardian again for a chance for it to spawn again. Please take note he has a 12 day cooldown, which means you can only rebattle him again then. If Raikou doesn't spawn on your next battle, you can spawn him in on your 4th consecutive win.
