I'm really sorry about this frustrating situation. The ability, Moxie, only increases the attack stat if the Pokemon that has it faints another Pokemon. Your Gyarados would need to knock out a Pokemon on the opponent's team in order the gain advantage from its ability. It is coded correctly. If you already used the move, Dragon Dance, multiple times then it is possible that a stat boost did not occur after fainting a Pokemon. Stats can not be indefinitely raised. There is a limit. If this occurred, then it is possible that Moxie did not provide a stat boost. The ability has been working as it should be. Players have not been reporting a problem, and it has been in the game for awhile without issue. However, it will be investigated to ensure that it works.
