Hello 1337shikoma, I'm sorry about the inconvenience. Payback can not be taught through TM or Move Tutor. The guide for TMs and Move Tutors is here. Instead of Payback, you could teach your Umbreon Foul Play. It's a good move that is often recommended for it. It is available in Lavendar Town for 15k. Let me know if this is any help to you.
