After the 3rd badge, you're not meant to go through to Route 12, but rather you should go East of Cerulean, through Rock Tunnel. Once you're out of Rock Tunnel, you'll be at Lavender Town. From there, you must go West and use the Underground pass towards the end of the Route to go to Route 7.
