Hi there. You'll need to catch yourself a Ditto so it'll have your OT. Afterwards, go into the house right of the Vermilion PC to turn in your Ditto to the Youngster. He'll give you a Bike Voucher. Then, go back to the Cerulean City Bike Store and you'll be able to purchase a bike for 60k.
