I'm sorry about this inconvenience. Did you get the ticket from Bill's house on Route 25? Did you talk to Lt. Surge at the Vermilion Docks? If you are missing one of these steps, then this is the issue. When visiting Bill, you will need to find his book. The book will be located under his pillow. Talk to him after finding it, and he will give you the ticket. The Kanto Walkthrough guide contains specific instructions about the SS Anne.
