Maybe it is bug? :( Hi there. Can you please attach a screenshot of your Pokemon's information card and its happiness? You can check its happiness by doing /happy <slot #>. Also, please be sure to fully restart your client before trying to use Headbutt. Upon checking, it turns out you need the Fen Badge (Pastoria City's Gym) in order to use Headbutt in Sinnoh.
