Hello there! You can indeed find Suicune in Tohjo falls. You will have to use waterfall to go up the waterfall and he can be found on the right as shown below. You can also check out the Legendary Megathread for walkthroughs on how to get the legendaries. Please do note that you need HM Waterfall to be able to go up the waterfall there. You can obtain HM Waterfall at the following locations:

• FOUND at Cave of Origin B3F

• FOUND at Sinnoh Safari Area Zone 4 (only if you had not found it previously)
