I'm extremely sorry about this issue. I did investigate it and checked data from the Red Server. Unfortunately, the database shows no signs that you ever did the quest. In order to restore the Subway for you, we would need there to be some kind of evidence that it was completed in the first place. I'm sorry to say that you will need to do the quest again.
