I'm really confused, vermilion doesnt connect to route 2, does it? In another post i've read that you have to beat lt. surge first? Can we skip the gym and just go to prof. oaks aid or will it still not get us flash?

You must first catch 10 different Kanto Pokemon to obtain the HM Flash.

Head east of Vermilion City, enter Diglett Cave and follow it through to Route 2. Once there you should head South to the stophouse. Oak's Aid will give you the HM Flash if you have those 10 different Kanto Pokemon.
