You'll have to talk to Lapras between 12 p.m and 1 p.m Poketime and you'll get teleported to Faraway Island. This means that the poketime must say 12:00-13:00 for you to be teleported there and not 00:00-1:00. Be sure to check out the Legendary Megathread if you require help with the quest.
