I'm extremely sorry about this. I understand that this is disappointing and frustrating. If you are referring to the Rotom in Sinnoh then, unfortunately, a second chance is not possible. Second chances are only available for legendaries after you battle Nikola. However, there are still other ways that you can obtain Rotom. It is a boss reward from Morty in Hoenn. He is located in Mt. Pyre 4F. You will be able to choose Rotom when you beat him three consecutive times. You can find more information about this boss in the boss guide here. You can also come across Rotom in the Haunted Excavation site. This is located in Hoenn as well, specifcally at Rusturf Tunnel. A guide on Excavation Sites is located here. Next, Rotom is a syncable prize from the PVE Coin Master. There is one coin master in the Battle Tower Entrance, and it costs 50 PVE coins. You can gain these coins through various activities such as Battle Tower. This rewards 25 coins if you win, and the cooldown is 4 days. More information about PVE is in this guide. Lastly, Rotom is attainable from honey trees. The guide to this is here.

I'm glad this information has helped you. For future reference, you can use the Reborn bot on Discord to check the spawns for a Pokemon. The command for this is [iCODE]^s <Pokemon>[/iCODE]. Simply replace "Pokemon" with the Pokemon you want spawn information about and remove the brackets. For example, you would type [iCODE]^s rotom[/iCODE]. Aside from spawn data, you will see where the Pokemon is obtainable as a boss reward (if it is at all). You can also use this command for checking the spawns in a location. The command is [iCODE]^s <location>[/iCODE]. You will replace "location" with the name of a specific map.
