Stuck mew quest

[Raaah]

I meet all the requirement to get the old sea map:

- 354+h

- All 146 kanto poke + data of the legendaries

- kanto-johto-hoenn champ

- member of dragon club + dragon medaillon

but the old man says i'm not enough experimented

 

(I talk to oak just before meeting the old man, and several times, i tried oak pc... nothing work)

You're missing one important part of the requirements, and that is evolutions. You have 59 of the 71 needed evolutions to continue the Mew Quest.
