I've looked online and this most likely is caused by the merge a while back.

 

My IGN is EmperorTang and I'm on the Silver Server, and I can't swap around my pokemon in the #2 or #3 slot (Zubat and Bellsprout respectively). I'm currently in Goldenrod. Can you move them into my Johto PC? Thanks.

Hi there. They are most definitely Kanto pokemon as they are locked in your PC right now. They are also listed as Kanto on the database and in their pokemon information card. Therefore, they shall remain locked, like your other Kanto pokemon.
