Hi there. The requirements to catch Mew are as follows:

▹ Get 225h+ playtime

▹ Be Johto Champion

▹ 71 evolved Pokemon

▹ Get Dragon Medallion

▹ Get All Kanto Pokemon caught except Mewtwo, Moltres, Articuno, and Zapdos which need seen data.

Ah ok thanks mate but then i got a question why mine isn´t working. got all the requirements covered but can´t resieve the map ...

Hi there. Please make sure you've spoken to Professor Oak first, with all the requirements. Afterwards, proceed to Celadon and enter in the building to the left of the Pokecenter and go on the Roof Top by taking the elevator. Talk to the Old Man inside the house. He should give you the Map.

 

Hope this clarifies things for you. Let me know if you're still experiencing issues. You may also want to take screenshots of what the Old Man says if he still doesn't give you the map.
