Hi there. Sorry for the inconvenience. The Reborn bot was updated with the location for the Tailwind Tutor for an update in the past. However, due to technical difficulties, this update had to be reverted and therefore, the Tutor isn't there. As for Cotton Guard on Whimsicott, could you please try to use the Pre-Evo move tutor behind every daycare center in the locations below. To unlock the Daycare, you have to complete the Egg moves quest. If you need further help with the question, be sure to check out our Egg Moves Guide. If you can't relearn it at the Pre-Evo move tutor, please do attach a screenshot of this. As for Weather Ball on Venusaur, this move can only be learned by Bulbasaur through an event. Event moves aren't really added into PRO yet. With all this said, I'm sorry, but I can't give an Estimated time as to when Tailwind will be added back and when Event moves are obtainable. Nevertheless, you can always keep an eye out in our Update Logs and in #announcements of our Official PRO Discord.

Hi there. Unfortunately Cotton Guard is missing in the database. There is no ETA as to when it'll be added to the Pre-Evo tutor, but as of now it can't be added. Sorry for the inconvenience.
