He will ask for an OT Ditto in exchange for a Bike Voucher. Ditto can be found at Route 8 in the grass as a Tier 6 spawn. After receiving the Bike Voucher, head up to Cerulean City and enter the Bike Shop. In the shop, talk to the owner and he will offer you a Bike for the Bike Voucher and 60k. You can also obtain $60,000 easily through dig sites and rebattling trainers.
