Hi there. In order to get a Lapras mount, you'll have to go into the Coin Shop and purchase the mount from there for 50 Coins. In order to get coins, you can purchase 100C for a $5 donation. Alternatively, you can buy a coin capsule from players in the in-game Trade chat. You can also win coin capsules through different Official and Unofficial events. Lapras mount was also given as a prize during the Easter event, so you may be able to purchase one from the in-game Trade chat as well.
