In order to get access to Cerulean Cave, you'll have to have beaten Lance at the Dragon's Den B1F. To enter Dragon's Den B1F, you'll have to get the Dragon Medallion from the Dragon Club by being apart of their club by paying 200k. After paying, you'll have to get 240 caught data.
