I went to Brock NPC in Pewter City to start the Pokemon Doctor quest, but accidentally declined the quest, then the NPC disappeared completely and there is no way for me to restart and accept it now. I tried switching maps and relogging, that did not resolve my issue.

 

Now whenever I go to where the NPC was, it is empty like in the picture below.
