I would like to inform you that Normal NPC, like the one you find normally in the routes, reset after 7 days you battled them since their cooldown is of 7 days. This include the Victory Road ones. If you are interested instead to Battle the Elite Four again, i'm sorry to disappoint you but that's not possible. I hope this answer to your question, have a great day !
