i have a zigzagoon with 255 of happy and it refuse to use headbutt on a three.

 

another thing is about the MO CUT. i can use it and i'm not sure if is a bug cause i have any badge on jhoto.

You don't need any badges in Johto for cut I believe; also with headbutt, look for trees that have a sleeping emoticon on them. Also the first tree on Route 29 like this is currently bugged. :)
