I've caught more than 10 Pokemon and beat the 3rd Gym Leader Surge and Oaks Aide will not give me Flash all he says is howdy and that he is returning to his lab soon.

I checked your account and you already have the HM Flash.

 

Did you update your client to the latest client version 2 hours ago? Also, you can try to switch between the bag categories.

If this still doesn't work type Flash in the search bar of your bag.
