I had recently competed the Azalea quest with Team Rocket. And what was my surprise when I saw this little boy dressed like a normal guy in this cave. I literally exploded of laugh when he said that he don't have his uniform yet, but Rockets accept him because of his very famous "Top percentage Ratata" :Heart:

 

So I don't know if the answer has been given to this question, but I need to ask : Is his ratata really "Top percentage" ?

It would be funny if this Ratata was like adamant 31atk/31spd.

that is true, if you hacked/cheated in the old games and caught his rattata you'll see that his Rattatta is Adamant Nature with Almost Perfect 31 IV's
