Did you receive the dialogue after entering the cave in Route 25? If not, try to get the dialogue to pop up by going in and out keeping Entei as your first Pokémon in the team.

 

If you have been successful in receiving the dialogue which says to look for Scientist Rey in the Bell tower, go in the Bell Tower and take note that the Scientist Rey has been moved to Bell Tower Floor 10 due to the addition of the Ho-Oh miniboss.

You should be able to see the Scientist Rey in the area shown in the image posted below into the spoiler.

If you should not see him in this location, please take a screenshot and post it here in the thread.

Also, could you please try to talk with the Old Man in Ecruteak City and screenshot the dialogue you receive?
