Hi there. Sorry for the inconvenience. In order to to move around across Hoenn, you'll have to complete the Hoenn Teleport Quest. Please do note that you must be the Hoenn Champion to start this quest. You can follow our Hoenn Teleport Guide for further information on this quest. Also, if you wish to go back to the other regions, you'll have to go to Lilycove city and take the boat.
