Thank you for reporting this.

However, we would like to inform you that this is not a bug. Those Team Rocket Grunts have been teleported there from Abra.

If you will interact with the Nurse Joy at the Silph Co. 5F, she will tell you "Abra took care of this floor. Who know where he teleported those team rocket grunts?"

You can normally proceed with the story without any problem. You can use this guide KANTO WALKTHROUGH in case you need help in completing it.
