Unfortunately, you can't teach the move Wish to Chansey as this is not a move that Chansey can learn in any way. Chansey was able to have Wish on handheld games only during the Gen III (sapphire/ruby/ emerald and green leaf/red fire) event by receiving the Pokémon with already the move. Since PRO mechanics are mostly updated to Gen 7, and are going to keep being updated, Chansey is not able to learn Wish in any way on PRO. To check which moves Chansey can learn, you can check this bulbapedia page: CHANSEY. If you mean HEALING WISH instead, chansey learn it through level up. Let me know if you have any other questions.
