After you beat Pastoria Gym,go to the north of pastoria city and you will find a Galatic Grunt there you need to follow him though routes 213 & Valor Lakefront you need to beat him! After that, you need to go up and talk with Cynthia, she will give you the Secret Potion ask you to give that to the Psyducks in Route 210. She will also ask to give the Old Charm to her Grandma in Celestic Town.
