You can find the spawn changelog here: SPAWN CHANGELOG. It is also possible to obtain a free Rotom in the Mt. Coronet once you are Sinnoh Champion. As last, there is a chance for the PVE MASTER to choose Rotom as one of the 5 Pokémon of the week, and in case it happen you can buy one for 50 PVE COINS.
