I'm sorry for the inconvenience.

Unfortunantely, we are unable to de-evolve pokemon due to technical restraints. The only thing we can do is deleveling Pokémon, but not de-evolving them.

This is stated in our Evolution & Deleveling Request Megathread:

Make a Pokemon back to a previous state

It's impossible and we do not offer this kind of support. However we can now "delevel" your Pokemon if needed.

 

If you are interested, i suggest you to hunt for a Rattata in the Mt. Silver Expert belt, as it can be encountered at level 50-54.

Then, you can level it up in Mt. Silver, Dragon Den, Seafoam BF4, Victory Road.
