Seen some related topics about icicle crash on sneasel but none about the tutor in tutor heaven. Sneasel/Weavile are meant to only know Icicle Crash via Egg Move and not Tutor. Tutor is only for the Pokemon that learn it for the Pokemon that don't learn it via Egg Move but can learn it via Tutor. For example, I want to teach my Galvantula the move Volt Switch, and there is both a TM and a Tutor. I try to take my Galvantula to the Tutor, but it can't learn it. I get the TM for Volt Switch and Galvantula is able to learn it.
