Hi there. Sorry for the inconvenience. In addition to being Sinnoh Champion and having 500h play time, you also need to have 180 hours in the Sinnoh region for him to show up. You can check how many hours you have in Sinnoh by talking to the Professor in his lab. You started Sinnoh with 1559 hours and currently have 1572 hours. With that, it isn't possible you spent 180 hours in Sinnoh already, so this is the requirement you are missing. For further information on bosses, please check out our Boss Guide.
