Could you please check in the following areas, He is supposed to spawn there after you talk to the Subway Manager in Saffron subway and Then Yorkie in Route 16. ✦ Route 21 (Location) ✦ Kanto Victory Road (Location) ✦ Saffron City Pokemart (Location) ✦ Power Plant (Location) ✦ Diglett's Cave (Location) You will have to pay him 50,000poke$ to retrieve the parcel. And i tried all locations for find him and nothing, him don't appears to me....
