Sorry for the inconvenience you were experiencing.

 

I am pleased to tell you that I have deleveled your Bellsprout to level 99. From there you can level it and have it evolve into Weepinbell and then use a Leaf stone to evolve it further into a Victreebel.

If you have this problem again please use the Evolution & Deleveling Request Megathread and a staff member would help will assist you there as soon as possible.
