The process of changing Rotom-Forms was changed not too long ago, you now do not have to evolve them in special areas. In order to change the form of your Rotom, visit either Celadon Mart 2, Goldenrod Mart 3, Lilycove Dep. Store 4F or Veilstone Dep. Store 1F.
