I began to play PRO in december last year, just arrived in johto few days ago and meet myself in some trouble, some battles with NPCS do not earn XP neither pokedollars and according i was advancing in the region, i found lots of areas that still have wild pokemons in a lower level than the previous gym, i would like to see johto region more balanced if would not ask too much.

Hi there. Sorry for the inconvenience. To clarify things, unfortunately, not all NPCs are meant to give you EXP or some give limited EXP. One good example of NPCs having limited EXP are Gym Leaders. They only give EXP the first time you battle them. Afterwards, they no longer do so because this would simply defeat the purpose of the game by letting you losing to them and rechallenging them infinitely for levels. An example of NPCs not meant to give EXP are bosses and the Elite Four. These NPCs do not give you EXP because you can rebattle them after a cooldown (Bosses) or rebattle them again (E4). Nevertheless, you can always rebattle regular NPCs for EXP and money every 7 days. For more information on PRO's Mechanics, please see our PRO General Information.

 

As for the levels wherein pokemon spawn in, I can tell you now that these levels are intended to make the story a little bit more challenging for players so they don't just rush through the story. After all, PRO is infact a Pokemon MMO therefore things have been coded this way to maximize its purpose, which is to have you grind for most of your items. It is also the reason why most of the quests and storyline are more difficult than in the actual games. However, I suggest that you avoid evolving your pokemon as much as possible to allow you to level them up faster.
