If you check accurately in the "Pokemon in Treasure Beach" window, you can see that it is slightly scrolled down. Just hover your mouse there, or tap if you're from smartphone, and scroll up. After that you should be able to see Frillish. Let me know if your issue has been solved and if you have any further questions. Have a wonderful day !
