I'm sorry for the inconvenience,

I would like to inform you that, as you well stated, Frillish spawn in Treasure Beach during Morning / Day / Night.

If you check accurately in the "Pokemon in Treasure Beach" window, you can see that it is slightly scrolled down. Just hover your mouse there, or tap if you're from smartphone, and scroll up. After that you should be able to see Frillish.
